funding for broadband projects in rural areas. Priority is given to projects
that benefit areas that do not have broadband service and that would result in
more choices in providers for rural areas. Projects must be located in an areas
where at least 75 percent of the area is without sufficient access to broadband
service, as determined by the Secretary of Agriculture.

RURAL DEVELOPMENT - Business and Industry Loan Program
Description: Provides loan
guarantees to rural business and industry to bolster existing private credit
structure through the guarantee of quality loans to improve, develop, or
finance business, industry, and employment, and to improve the economic and
environmental climate in rural communities.
Loan purposes include purchase and expansion of land, equipment, buildings,
working capital, aquaculture, commercial nurseries, tourist and recreation
facilities, hotels, motels, community facility projects, housing development sites,
apartment buildings and the purchase of stock in a cooperative where
commodities are being produced by the members for processing by the
cooperative. Loan funds cannot be used for lines of credit, gambling, golf
courses, and agricultural production over $1 million or more than 50% of a
project and when not part of an integrated agriculture processing business.
Projects must be located in rural areas or in cities or villages with
populations less than 50,000.

ELECTRICITY

funding to modernize the nation's electricity transmission and distribution
systems to maintain reliability and infrastructure protection. Smart grid
refers to a distribution system that allows for communication between a
customer's meter and the utility, including communication with thermostats,
appliances, and other devices. It also includes operation and efficiency
measures. This program is intended to encourage utility investment in smart
grid technologies.

for up to 50 percent of the cost of qualifying investments. Detailed program

its intention to issue a Funding Opportunity Announcement ("FOA")

provide funding under cooperative agreement arrangements for "regionally
unique" projects in three general categories: Regional Smart Grid

ENERGY

Description: Provides
funding for research, development, and demonstrations of renewable energy
technologies (including biomass, geothermal, water power, and solar energy) and
energy efficiency demonstrations for industrial and commercial practices (such
as combined heat and power projects). Grants may also be used to accelerate
research and development for advanced batteries necessary for the conversion to
electric vehicles and the storage of energy to increase the effectiveness of
renewable energy projects. Specific funding is set aside for projects related
to biomass and geothermal activities.

by the U.S. Department of Energy through competitive grants. On March 4, 2009,
DOE issued two FOAs for enhanced geothermal systems. The combined FOAs offer up
to $84 million over six years, with $20 million allocated for the 2009 fiscal
year. Future funding is subject to congressional appropriations. The first FOA
would provide up to $35 million for component research, development, and
analysis to investigate the use of engineered geothermal reservoirs. The second
FOA apportions $49 million for 5-10 domestic enhanced geothermal system
demonstration projects. Detailed information about other grant opportunities is
